Pachetul 4S4S, "4 Solutii pentru 4 Specii" la initiativa Crispus

COMUNICAT DE PRESA (AICI)

Departamentul de Ecologie al ONG Crispus Sibiu a propus un pachet de patru solutii pentru  cele 4 specii prioritare de carnivore pentru care ministrul Mediului a declarat ca nu va mai emite ordin de derogare de la normativele europene si romanesti in vigoare prin care se interzice vanatoare lor.

Pozitia publica este luata dupa ce AGVPS, organizatie cu care Crispus are stabilit un protocol de colaborare pentru conservarea si managemntul durabil al faunei salbatice din Romania, a solicitat punctul de vedere cu privire la interzicerea totala a vanatorii pentru carnivore specii prioritare asa cum prevede legislatia UE. Desigur, exista ambiguitati si exceptii explicate clar in Directiva Habitate pe care Crispus a dorit sa le faca publice. 





Solutiile din pachetul 4S4S "4 solutii pentru 4 specii" propus de catre Departamentul de Ecologie al ONG Crispus Sibiu pentru protectia stricta si conservarea carnivorelor - specii prioritare in Romania impreuna cu asociatiile vanatoresti


1) Identificarea de zone critice cu risc crescut de conflict om-carnivore mari, in special in zone de ses si deal unde au loc activitati de pasunat si in vecinatatea satelor izolate in zone de deal impadurite, etc. pentru a se putea justifica pe viitor o inlaturare a specimenelor problema care sa satisfaca masurile de protectie a populatiei in conformitate cu Articolul 16, Alineatul (1) litera (c) prin care sa se identifice efecte benefice de importanță majoră asupra mediului, de siguranta a populatiei. In aceste zone, bine delimitate si integrate in harti regionale trebuie alcatuite echipe mixte de actiune: (vanator, ecolog, medic veterinar, politie). Pentru a veni in sprijinul acestor echipe se pot formaliza contracte de munca si proiecte cu sprijinul financiar al autoritatilor locale, consiliilor judetene sau primariilor. 


2) Monitorizarea populatiilor de carnivore mari cu metode stiintifice directe si indirecte (termografie de la distanta, videocamere cu senzori de miscare, colare, geoprocesare a hartilor cu efectivele in sisteme de informare geografica GIS, radiolocatie, GSM, GPS, etc.) la cel mai inalt nivel in paralel cu metodologia clasica (SNVP Romsilva, AGVPS) agreata dealtfel si recunoscuta de Crispus NGO Sibiu. Pentru aceasta Ministerul Mediului va trebui sa isi dea concursul si sa ajute la proiecte nationale si regionale majore finantate din fonduri europene. 


3) Turismul in cabanele de vanatoare cu organizarea de expeditii stiintifice, stagii si cursuri organizate de organizatiile de mediu, vanatori si de organizatiile vanatoresti. In prezent exista pachete turistice pentru fotografiere de urs pentru care turistul plateste chiar si 1000 de euro. Se pot dezvolta astfel noi structuri de valorificare a patrimoniului natural, a carnivorelor mari atat de reprezentative pentru tara noastra prin alte metode neinvazive si prietenoase cu mediul. 


4) Recoltarea selectiva a specimenelor problema pentru a satisface masurile mentionate la Articolul 16 alineatul (1) literele (a) si (b) pentru a proteja fauna si a evita daunele majore in afara zonelor critice identificate. Pentru aceasta activitate Crispus NGO Sibiu propune o dezbatere in spatiul public in urmatoarea perioada la care sa participe reprezentanti ai asociatiilor vanatoresti afiliate AGVPS si neafiliate dar si reprezentati ai ONG-urilor de mediu si din cadrul Ministerului Mediului si Consiliului de Vanatoare.

Arctic fox, wildlife research in an Icelandic old birch forest

Ecology Department of Crispus NGO Sibiu Romania initiated a research program in ecological systems specific to the arctic fox near Skorradalur lake. On 19th of October 2016, members of the organization were able to identify 3 video recording of an apparently 6 months old arctic fox specimen recorded on movement and PIR sensor video camera set at the begining of October.

Applied ecology and golden jackal specific ecological systems in Romania

Problem: Despite every effort of conservationist NGOs and hunters to clarify and tranquilize public regarding jackal ecology and behaviour, the image of the golden jackals in Romania is still very bad and species misconception is given every day even through mass-media.
Species is not known and its name is used often when problems exists related to damages in game species, domestic mammals and birds without verified evidence.
Lastly, an announcement of population exponential growth of 7 times in the last 14 years was interpreted like an alert for mass-media and journalists began to frighten (here).
Normally, it happens when a relative new species spreads in a new territory. In Romania jackals are reported now in 28 of 41 counties and the total numbers is estimated as being 6.000 individuals; in the same areas the total numbers of foxes is estimated as being of 17.000 individuals).
Jackal supposed and unverified damages to poultry near human settlements are also incriminated to re-open and validate hunting in the Danube Delta Biosphere Reserve after 5 years of prohibition. A child is supposed that was eaten by jackals when some bones were found near a den (ProTV news), dozens of sheep were eaten by jackals (here), or invasion of the beast in Gorj county are only few titles.


RoHilac BioStars 

RoHilac BioStars (RoJackal) biodiversity and human activity in jackal specific ecological systems is a technical plan initiated by Crispus NGO Sibiu in January 2016 which will contain several projects and activities with the aim of a better understanding of species ecosystems, biotic and ecological relations.

During 2016-2020 period Ecology Department of Crispus NGO Sibiu Romania together with researchers from GAHSF (AGVPS) - General Association of Hunters and Sports Fishermen Romania, specialists from USAMV Cluj-Napoca and international partners will perform different activities within the technical plan RoHilac BioStars (RoJackal), biodiversity and human activity in relation with the golden jackals in Danube Delta Biosphere Reserve, hunting terrains and other natural areas from central and western parts of Romania.



Goal: Applied ecology and sustainable management in target study areas and establishing, together with our partners and Romanian Environmental Board authorities delegates the Conservation and Management Action Plan in jackal specific ecological systems of Romania.

A cooperation protocol was signed between Ecology Department of Crispus NGO Sibiu and General Association of Hunters and Sports Fishermen from Romania GAHSF-AGVPS and a technical worksheet was written as support for the fieldwork. 

Cernica 18th of January 2016

First activity took place in neighbourhood of Bucharest and was organized by AGVPS (GAHSF). During the last 3 weeks 16 jackals and 4 red foxes were legally removed from hunting terrains in Southern Romania). Biometry, parazitology and age determination were performed for jackals and diet analysis (macroscopic stomach content) was performed for boths jackal and foxes.





Results: 
After collecting biometric data (total weight, length, high, toracic circumference, interauricular distance, foots lenght and width) we performed age classification and stomach removal. At the end the carcasses were taken to USAMV Cluj-Napoca for further endoparazitological and anatomical studies.



Age determination was performed for 14 jackals: 10 were estimated as being approx 9-10 months old, 2 of them were estimated as being 21-22 months old (almost 2 years) and the other 2 were estimated as being 33-34 months old (3 years). We used classic method of clovers shape of observed incisives, pulp-cavity/tooth witdh ratios to classified juveniles less than 1 years old and counting of layers of dentine cementum in longitudinal profiles of the right upper canine.






Stomach content: 5 of 16 stomachs were empty. The rest of them contained one or more items: fruits (in 2 stomachs), plant materials (in 4 stomachs), hair of domestic ungulates (in 1 stomach), scavenged dog (in 2 stomachs), wildboar hair and skin (in 4) and indigestible material (in 2).  Three of the red foxes stomachs were empty and one contained fruits.







Genetics: To a better understanding of cluster genetic variability and period of settlement we sampled tissues and we will perform genetic studies for each of the collected specimens.

Hilacul sau sacalul auriu NU este o specie invaziva

Info Terra, o emisiune de Teofila Nistor AICI integral. Ovidiu Banea, director al Corpului de Control Ecologic al ONG Crispus din Sibiu explica situatia legala a sacalului in Europa.
Deja din anul 2012 Crispus anunta si avertiza asupra statutului legal al speciei. Se afla in Anexa Va a Directivei Habitate alaturi de capra neagra, dihorul de casa si jderul de camp. Pentru aceste mamifere este obligatoriu studiul efectivelor si monitorizarea acestora inaintea oricaror masuri de management.
In luna ianuarie 2016 a aparut si o alerta pe buletinul saptamanal al Comisiei Europene unde se arata si se explica cu argumente stiintifice de ce sacalul auriu nu trebuie considerat specie invaziva pe tot teritoriul UE.

Conservation and Hunting in Romania

On 19th of January 2016 took place the first meeting between wildlife conservationist NGOs and National Association of Hunting and Fishing of Romania (AGVPS) with the aim of a better collaboration in the field of game species conservation and sustainable management. 

An Informal Group (or Federation) of wildlife ecology and management IGWEM between WWF, AGVPS, Ecology Department of Crispus NGO Sibiu and Birdlife Romania (SOR) was the main topic of discussions. Further activities and objectives will be established during next days.

Improve and assessment of Hunting law, obtaining data regarding the harvest quotas of prioritare species (wolves, lynx, bears) from Game Management Authority, which at this moment are not allowed to public, Conservation Action Plan for jackals and other wildlife species are some of the proposed objectives of IGWEM.

To this meeting participated Neculai Selaru and Vladimir-Horia Talpes (AGVPS), Cristian-Remus Papp si Magor Csibi (WWF Romania),  Ovidiu Bufnila, Dan Hulea si Marina Cazacu (SOR), Alina Frim (Asociatia "Coridorul Verde") si Ovidiu Banea (ONG Crispus Sibiu).

DANUBIUS 2015, Winter wildlife survey

In perioada 14-18 decembrie 2015 a avut loc expeditia Danubius Jackal Camp 2015, un studiu de monitorizare a ecosistemelor specifice hilacului (sacalului auriu) din arii naturale din centrul, sud-vestul si estul Romaniei. Lunca Muresului, Calnic-Plostina-Rosiuta-Motru-Strehaia, Ianca-Sutesti-Movila Miresii-Tepes Voda, Braila-Tichilesti si Crisan-Caraorman au fost principalele locuri unde s-a desfasurat actiunea.  Expeditia a fost organizata de catre Departamentul de Ecologie al ONG Crispus Sibiu si Asociatia Biotur (o asociatie noua, care nu are deocamdata personalitate juridica). S-a urmarit obtinerea de date noi de densitate a hilacilor in zone propuse de ecolog-biolog Ovidiu C. Banea si ecologul Cristian R. Papp pentru a initia o colaborare mai ampla pentru modelare de habitat la scara europeana cu metode matematice, GIS si GLM cu colegul Nathan Ranc de la Univ Harvard.  Au mai participat ecologii Radu Mot (Lunca Muresului), Roxana Papp, Jennifer Hatlauf (specialist in ecologia si managementul faunei salbatice din Austria) si Cristian Mititelu (Delta Dunarii). Rezultate:
S-au obtinut raspunsuri de la 13 grupuri teritoriale GT (aprox 39 hilaci) dupa cum urmeaza: Lunca Muresului 4 GT, Calnic-Motru-Strehaia 0 GT, Ianca-Sutesti-Movila Miresii 4 GT, Braila-Tichiesti 0 GT, Crisan-Caraorman 5 GT.
La intoarcere din delta, s-a discutat la sediul ARBDD o posibila colaborare privind studiul speciei si pe viitor. S-a mentionat si vanatoarea ilegala la hilac in delta, cu studiu de caz aici. Interlocutor a fost doamna Ing. Viorica Basca intrucat guvernatorul ARBDD, Ing. Lucian-Eduard Simion era in deplasare de serviciu.
Chiar daca vanatoarea se permite (de catre academia romana??? ce for???) in lunile decembrie si ianuarie pentru speciile considerate invazive (hilac si mistret). De unde specia invaziva sacal? in ce baza legala? sau stiintifica? pe ce criterii se stabileste invazibilitatea unei specii?
In 18 decembrie 2015, la sediul AGVPSR din Bucuresti, a avut loc o intalnire intre presedintele executiv AGVPS Dr. Ing. Neculai Selaru, managerul general WWF Romania Dr. Biol. MSc. Orieta Hulea, coordonator proiecte arii protejate si urs WWF Ecol. MSc. Cristian R. Papp si Ecol. MSc. Ovidiu C. Banea (Departamentul de Ecologie al ONG Crispus Sibiu). 
Discutia, mai mult informala, a avut subiecte variate, in special legate de vanatoarea la urs, de monitorizarea si stabilirea efectivelor la urs in Romania cu tehnici moderne si de o posibila colaborare la nivel national intre AGVPSR si WWF pentru o actiune de monitorizare a faunei salbatice intr-un mod integrat in ecosisteme specifice hilacului (sacalului auriu). Desigur, o viitoare intrevedere este absolut necesara pentru formalizarea si inceperea colaborarii intre aceste entitati. 

Actiuni viitoare:
In ceea ce priveste Departamentul de Ecologie al ONG Crispus Sibiu vom raporta intr-un mod deschis rezultatele colaboratorilor nostri de fiecare data. Astazi putem spune ca hilacul (sacalul auriu) are o densitate mult mai mica in zona Crisan-Caraorman ajungand de la 11 GT (33 sacali) in 2012 la 5 GT (15 sacali) in decembrie 2015. Este ingrijorator si faptul ca pe teritoriul deltei Dunarii, hilacii sunt considerati specie posibil invaziva fara nici un studiu si fara a se avea in consideratie nici macar o caracteristica a speciilor invazive.
Cu ARBDD, WWF Romania si AGVPSR vom initia o colaborare continua si vom oferi sprijin tehnic si stiintific pentru aprecierea efectivelor de hilac pe tot teritoriul Romaniei. Dorim de asemenea o colaborare pentru analiza ecologie speciei prin studiu de continut gastric la exemplarele extrase accidental sau in partide controlate unde exista cote de recolta elaborate riguros in baza planului de monitoring prealabil managementului.
